The policy of co-operation development is a key aspect of Portuguese foreign policy and one that is based on a national consensus between society and the main political forces, having as its objective the eradication of poverty and sustainable development in partner countries in terms of respect for people’s human rights, democracy and the rule of law.
The concept of Portuguese co-operation policy focuses on new opportunities and challenges both at home and abroad (considering all the commitments made overseas) and should be aligned with and instrumental to national interests to provide an effective and structured response to the goals and priorities of partner countries.
In other words, co-operation should be seen as an investment and not as an expense, and as a means of development rather than providing assistance, whilst complementing and strengthening other areas of foreign policy, particularly economic diplomacy and cultural activities overseas, with all the mutual benefits involved.
